eCouncil is the platform island and city councils use to run the council. A resident applies for a permit on the public portal in Dhivehi or English; the request lands in the service inbox, moves through the approval stages you define, raises an invoice, collects the payment and files the signed document, all without a single paper form changing hands.

Every council service, online

Permits, registrations, certificates, land and building records, foreigner registration, sports field bookings: each service is a form you build yourself, with its own workflow, fees, documents and turnaround time. Applicants track progress from their own dashboard and get notified at every stage.

Rentals, bookings and memberships

Community halls, futsal pitches, guest house rooms, speedboats, gym passes and picnic islands are bookable items with slots, extras, deposits and QR passes for entry verification. Memberships and subscriptions renew and invoice themselves.

Finance that balances

Invoices, receipts and refunds post to a real chart of accounts. Budgets, journals, bank accounts and revenue dashboards give the council and its auditors the same numbers, exportable to Excel and PDF in both languages.

Purchasing, stock and assets

Requisitions, quotations, purchase orders, vendor bills and payments follow approval routes. Warehouses track receiving, transfers and counts; the asset register carries depreciation and disposals.

AI inside the workflow

The assistant drafts letters and meeting minutes, summarises long documents and answers questions from the council’s own records, so staff spend their time on decisions rather than paperwork.

eCouncil is hosted and supported by HASH, with a knowledge base built into the product and a team in Malé who know how councils in the Maldives work and report.
